This Week in Clean Economy: ARPA-E’s Clean Energy Bets a Hard Sell with Congress, Investors
In the labs of young startups and universities, researchers are fine-tuning groundbreaking fuel technologies and “out-innovating” other countries in the race to make clean energy.
That, at least, was the picture the Department of Energy wanted to convey at this week’s third annual ARPA-E Energy Innovation Summit. The event is an expo of high-risk energy inventions backed by DOE, held mainly for would-be investors.
This year it doubled as an appeal to Congress to saveARPA-E, DOE’s Advanced Research Projects Agency-Energy, which is running short on money.
At the Gaylord Convention Center near Washington, D.C., where the summit was held, Silicon Valley startup Envia Systems unveiled an electric car battery that costs half as much as lithium-ion cells and travels three times farther on a charge. California’s Makani Power test-flew a mockup of its airborne offshore wind turbine, which generates electricity at low wind speeds while tethered to land via cable. Michigan State University showed off its wave disc engine, an alternative to the internal-combustion engine that increases mileage to 100 mpg in gas-engine and hybrid cars, and produces 90 percent fewer emissions compared with today’s models.
All three projects received money from ARPA-E, once pitched as a “Marshall Plan” for energy. Since 2009 the fledgling agency has awarded more than $520 million in research grants to about 180 projects that promote American innovators in areas ranging from more efficient solar cells and air conditioners to grid storage for renewables.
The goal is to form a incubator for transformative technologies, so startups and labs can attract scale-up venture capital and private equity funding. DOE says 11 ARPA-E projects have lured a combined $200 million in private investment, five times what DOE put into them.
Yet the agency, which was created by the 2009 stimulus, is in a pickle. ARPA-E got a $400 million jumpstart in 2009—and it received a combined $455 million in the 2011 and 2012 budgets—but its funds are quickly drying up.
While Pres. Obama requested $350 million for ARPA-E in his 2013 budget proposal, it comes at a time when Congressional Republicans have promised to slash the amount of taxpayer dollars going into new energy technologies. Many soured on such programs after Solyndra, a solar startup backed by a $528 million DOE loan, went bankrupt. This week news broke that Abound Solar, a Colorado solar firm that won $400 million in DOE loan guarantees, was firing 280 people and abandoning plans for a second factory. Some analysts see signs of trouble for two other loan winners, Fisker Automotive and SoloPower.
At the summit, DOE brought in high-profile personalities to shore up support for ARPA-E, including Bill Clinton, Bill Gates, former Walmart CEO Lee Scott and Susan Hockfield, president of the Massachusetts Institute of Technology. All argued that projects nurtured by ARPA-E—which is modeled after a Department of Defense program that helped create the Internet and GPS systems—could change the global energy landscape if given a significant amount of time and funding.
“It would be a terrible mistake” not to “invest even more money in ARPA-E,” said Bill Clinton during a keynote address Wednesday.
Akash missile system handed to Indian Air Force
The Indian Air Force (IAF) got a huge boost as far as its weapons inventory is concerned, as it received the fully indigenously designed and produced medium range surface-to-air missile, Akash. Two public sector Indian defence manufacturers, the Bharat Electronics Limited (BEL), and the Bharat Dynamics Limited (BDL) are currently manufacturing the missiles.
Akash is expected to play a major role in the Air defence systems maintained by the IAF for many decades to come. In addition to having the capability to destroy cruise missiles, Akash can also used to neutralize Unmanned Aerial Vehicles (UAVs), fighter aircraft, and helicopter borne missiles.
During the ceremony, which will be held in Hyderabad, the defence minister will also be marking the handover of another indigenously made weapon, the NSTL Advanced Light Weight Torpedo. The navy will be receiving the torpedoes, which were developed by the Naval Science and Technological Laboratory, based in Vizag. The torpedo can be used against very low lying submarines and can be launched from a variety of platforms, including warships and aircrafts.

As the meeting started, Malhotra presented Kalmadi’s letters to the committee which were accepted instantly. The situation left the members with no choice but authorise Malhotra to keep registering IOA’s protest to the world body over Dow Chemicals’ presence at the London games.
Malhotra, meanwhile, denied reports, suggesting that the IOA would boycott the opening and closing ceremonies.
“People outside the country have been asking us why we have been protesting, while the government has not taken action against Dow Chemicals entities in India,” said Malhotra.

OTTAWA—Israel’s prime minister says possible talks with Iran could be nothing more than a stall tactic as Tehran races “to the nuclear finish line.”
At the start of a three-day visit to Ottawa, Benjamin Netanyahu says the Iranian regime’s willingness to enter a dialogue about its nuclear enrichment activities, possibly by next month, is likely a ruse.
“I think the international community should not fall into this trap,” he said shortly after arriving on Parliament Hill.
Talks will certainly fail, he said, unless Iran dismantles its top nuclear facility in Qom, stop all nuclear enrichment in the country and remove previously enriched nuclear material out of Iran.
Netanyahu goes next to Washington for meetings with U.S. President Barack Obama where they will try to balance the demands of Israeli hawks who want to see a pre-emptive strike on Iran sooner rather than later with those who favour a peaceful, diplomatic solution to the standoff.
Prime Minister Stephen Harper said Canada recognizes the right of Israel to defend itself, but favours an outcome that does not involve military might.
“We want to see a peaceful resolution of this issue and we want to see every action taken to get a peaceful resolution of this situation,” he said.
Meetings in Washington are aimed at walking Israel back from the precipice of military strikes on Iran.
Speaking to The Atlantic in an interview published Friday, Obama said a pre-emptive strike against Tehran would be a “distraction” allowing the Iranian regime to “portray itself as a victim.”
Obama portrayed that scenario as having the potential to undo much of the work over the last several years lining up countries in condemnation of the covert nuclear program with a tough slate of economic sanctions.
“It is important for us to see if we can solve this thing permanently, as opposed to temporarily,” Obama said. “And the only way, historically, that a country has ultimately decided not to get nuclear weapons without constant military intervention has been when they themselves take (nuclear weapons) off the table.”
The U.S. president reiterated that “all options are on the table” with respect to actions that can be taken against Iran, and said the last card he would like to see played is “the military component.”
Without strong, swift and decisive action, Netanyahu says, Iran could prove to be a “hinge of history” that radically alters the course of world events.
“Every day brings that point sooner,” he said. “As we see that the timeline is advancing and the distance to Iranian nuclear capability is decreasing, we also understand that this could happen.”
